Help Section within CMS Toolbar

Description
Create a new button for CMS Toolbar for a help section with the following abilities:
- Within the help section, we can have FAQs or simply a list of please where common tools can be found.
- Each item within the help section can be clickable to take the user to that specific section in the CMS Toolbar.
- For example, Johnny Appleseed has no idea how to change his themes, so he would click the help button on the Toolbar and type in the search box, "themes", and the section within help that talks about themes will tell Johnny exactly where to find the option for changing themes.
