In a root template with blank params, NoTheme should default in drop down

Description

Currently if you view a roottemplate that has no params (or doesn't have the theme variable set in params) the drop down defaults to Aroma instead of NoTheme?. This case can result from viewing a roottemplate in a CMS that was created before version 0.5.17.
