Add a "users" tree-item on the Map flyout

Description

This will show ONLY level 10+ users (so we don't have every newsletter subscriber, etc), and allow add/edit/delete of admin level users. We'll need a pop-over edit mechanism as well, for editing a user. Disallow deleting yourself.
