Update tcms/About page to better handle smaller monitors

Right now, the login fields are at the bottom of the tcms/About page. Could this be confusing for first-time users who are using smaller monitors? Is it obvious that they need to scroll down to log in? We may want to move the log in fields closer to the top of the page.
