Save uploaded .css files with pagetype css

Description

Currently when a .css file is uploaded via the toolbar it is saved with pagetype data, so in the Map section of the interface the file is displayed as a Data file instead of a Css file. Uploaded .css files should be saved with pagetype css so it is displayed as a Css file in the Map section.
